I think I remember reading that WWE was involved but pulled out after the initial allegations (when Vince first stepped down), Vince himself was also involved but pulled out at a similar time. Netflix owned the rights and didn’t need them to be committed so they continued it. With them getting the airing rights to Raw starting in January I’m sure they continued this to show that they aren’t shying away from nor attempting to cover up past mistakes of their new partner.
