Commissar SFLUFAN
From Politico: Confusion reigns as House GOP inches toward shutdown deadline - Live Updates - POLITICO WWW.POLITICO.COM Speaker Mike Johnson floated different options to keep the government funded in a closed-door meeting Tuesday, but the conference remains sharply divided. Quote House Republicans entered a closed-door conference meeting Tuesday morning hoping to find some consensus on a spending plan. Instead, they came out more confused — with only 10 days left until a potential shutdown. Speaker Mike Johnson laid out two possible approaches he'd recently started floating to members: a "clean" continuing resolution, which would keep the government funded through mid-January, or a so-called laddered CR, which would set different deadlines on different tranches of government funding. If Republicans couldn't agree on either of those options, Johnson said, the Democratic-controlled Senate could jam the House GOP with its own mammoth spending bill. That warning didn't move the needle, as Republicans left the meeting starkly divided on which path to take. “There's too many ideas right now, which is fine — the speaker wants us to have an open forum to debate it,” said Rep. Richard McCormick (R-Ga.). “But now there's so many ideas, we have to figure out how to whittle it down.” Other lawmakers were more direct. One GOP member, granted anonymity to speak frankly, called the meeting a “train wreck,” while Rep. Drew Ferguson (R-Ga.) described the path forward as “clear as mud.” The more things change, etc. etc.

Yes, the government is supposed to be funded by annual appropriations that cover either a single fiscal year or multiple fiscal years depending on the type of expenses that the money will be used to pay for. These short-term "continuing resolutions" are supposed to be the exception, not the rule!

Commissar SFLUFAN
House GOP pulls second funding bill in a week (The Hill) Quote House Republicans on Thursday pulled their annual financial services and general government funding bill amid divisions on abortion-related provisions and FBI funding. It was the second time in a week GOP leaders opted to punt a vote on a funding bill over divisions within the party. GOP leadership hoped to pass the conference’s partisan plan laying out fiscal 2024 funding for the White House, the Treasury Department and other offices this week. But a planned vote was pulled at the last minute on Thursday as the conference struggled to unify behind the measure. Some moderate Republicans came out in opposition against language seeking to prohibit Washington, D.C., from carrying out a law that aims to protect people from employer discrimination based on their reproductive health decisions. “I think that we need to be much more respectful of the difficult decision that women have to make,” Rep. Marc Molinaro (R-N.Y.) said of the thorny policy rider on Wednesday. “I think we need to respect the city’s determination, and I think it’s a provision that is unnecessary in the bill.” The bill has also faced opposition from the right flank amid scrutiny around the FBI as some conservatives have accused the agency of political weaponization. An amendment pushed by Rep. Matt Gaetz (R-Fla.) earlier this week sought to bar funding from being used “for the acquisition of property” for a new FBI headquarters. “I don’t believe that the FBI deserves a massive new headquarters or Washington field office,” he said, while accusing the agency of working to “censor factual information harmful to their preferred political candidates.”

Commissar SFLUFAN
McCarthy: House GOP won't "ever heal" unless there are "consequences" for 8 Republicans who booted him from speakership Quote Kevin McCarthy said House Republicans will never be able to "heal" without "consequences" for the "crazy eight" GOP members who voted with Democrats to boot him from the speakership. McCarthy, in excerpts of an interview with CNN, said Republicans would benefit "tremendously" by no longer having Rep. Matt Gaetz (R-Fla.) as a member of their ranks, even as he said that decision is "up to the conference." He also said Rep. Nancy Mace (R-S.C.), another member who voted to oust him, didn't deserve to be reelected. "If you’ve watched her — just her philosophy, and the flip-flopping — I don’t believe she wins reelection," he said, adding members like Mace and Rep. Tim Burchett (R-Tenn.) — who also voted to toss him — "care about press, not about policy." Gaetz shot back on his podcast: "Mr. former Speaker, thoughts and prayers as you go through your stages of grief here," suggesting there remains no love lost between the two. 3 2

Commissar SFLUFAN
From Politico: Quote Johnson has told members he plans to bring the plan up for a floor vote on Tuesday, but its chances already seem bleak. The speaker told members on the call Saturday that he expected some Republicans to vote against it and that they would need some Democratic backing, but the minority party has already signaled that they would only support a so-called “clean” stopgap bill, not the two-tiered system conservatives had favored. Johnson told the House GOP that if this package fails to pass the chamber, he plans to bring a full-year stopgap spending bill to the floor. That package would include blanket cuts to non-defense spending, he said, according to two Republicans on the call. The proposed spending bill would also officially extend the farm bill through September 2024, as well as extend other less controversial health programs. It doesn’t include any additional money for Israel, Ukraine or the border, with Johnson saying in a statement that those spending measures needed separate consideration. And right on cue... Quote Even conservatives don’t seem to be fully on board. House Freedom Caucus member Rep. Chip Roy (R-Texas) immediately announced on X he would oppose the legislation, saying it amounted to a “clean CR.” “My opposition to the clean CR just announced by the Speaker ... cannot be overstated. Funding Pelosi level spending & policies for 75 days — for future ‘promises,’” he wrote.
