That part? No. They’ll strike it down on same grounds they did in Hobbs. It would only force states that ban same sex marriage to recognize the marriages (though I’m sure they’ll try and wiggle their way out of it) id like to see congress make any review of marriage on the basis of sex stripped from the jurisdiction of the courts as they have already ruled on it, and congress affirming the ruling.
