Basically, China's one child policy cocked everything up. Too many men and not enough women. The couples that do exist end up having to support 8 grandparents and don't want to have more kids. Singapore has managed a population policy that changes depending on whether they need more or less people, but that's easy to manage in a single city, not so much in a country of over a billion people.
