Yes, you can wander to your heart's content without doing much if any of the main questline, however much of your experience will be procedurally generated and so about 30-40 hours in most places feel "samey". I’m enjoying it, but I doubt it will change anyone’s opinion of the game. New weapons and gear are a nice bonus.
